KAMHLUSHWA RESIDENTS TO DISCUSS AMENDMENTS TO THE CPA

The Portfolio Committee on Rural Development and Land Reform will tomorrow hold public hearings on the Communal Property Associations Amendment Bill [B12-2017] in KaMhlushwa, Mpumalanga. The hearings are to afford all interested stakeholders an opportunity to contribute in strengthening the principal Act to ensure that it serves its purpose.

The amendments were necessitated by governance challenges in the implementation of the principal Act. The main objectives of the proposed amendments to the CPA is to protect the rights of beneficiaries. This will be done by encouraging participation by beneficiaries in decisions that affect them in relation to the administration of the land.

Some of the identified challenges include trustees of the land making decisions without the consent of the majority of beneficiaries and the inability of the department to intervene in cases of disputes between beneficiaries and trustees.
